On July 31, 2020 “Stepanakert Office of the Union of Informed Citizens” hosted the presentation of the report of the observation mission on the 2020 Artsakh National Elections in Stepanakert.<\/p>\n
The report includes the results of the observation of both the national elections of the National Assembly and the elections of the President of the Artsakh Republic held on March 31, 2020, as well as the results of the second round of the presidential elections held on April 14, 2020.<\/p>\n
Overall, the observation mission has registered positive tendencies, however there were also numerous shortcomings registeered in electoral processes, as well as violations and insufficient political will to eliminate them.<\/p>\n
In particular, the observation mission recorded violations related to the voting secrecy, furnishing of the polling stations, voter lists compilation, abuse of administrative resources, the operations of the police and the election commissions, the procedure of conducting election campaigns, as well as the accreditation of observer organizations.<\/p>\n
At the same time, according to the report, the national elections in Artsakh were held in a competitive environment, even though the level of fairness of that competitiveness did not in fact meet the requirements of a democratic society, and the overall impact of all the violations combined could affect the electoral results of both the National Assembly and the presidential elections.<\/p>\n
At the same time, the observation mission made a number of suggestions on the electoral process in Artsakh, due to which it will be possible to significantly reform the electoral system of the Artsakh Republic.<\/p>\n
The mission also noted that the 2020 elections enjoyed greater public confidence than the previous 2012 presidential and 2015 National Assembly elections.<\/p>\n
