As it is known, since 2023, the Union of Informed Citizens consulting NGO, with the support of the Embassy of the United Kingdom, has been implementing the project “Promotion of Accountability and Public Oversight of State Procurement.”
The initial report prepared within the framework of the first phase of the project, “Study of the RA State Procurement System” authored by public finance expert Artak Kyrumyan, is presented herewith.
Although a large amount of information on public procurement is uploaded to online platforms, it does not make the system transparent enough, since the platforms created do not have sufficient search mechanisms, and important data and the correlation between these data are often left out of control, and some data are overall missing from the system. Sometimes, the information required for the study is simply not collected or not sufficiently examined by the state bodies.
In this study, systemic and individual examples of problems related to procurement planning, procurement procedures, as well as other components of the state procurement system are presented and analyzed.
As a result of combining the data and information gathered under the study, conclusions were drawn and preliminary recommendations were presented.
