Do you condemn calling all Armenians “dogs” by Ilham Aliyev? Daniel Ioannisyan on OSCE

On June 3, 2025, Daniel Ioannisyan, Programs Coordinator at the Union of Informed Citizens NGO, spoke again at the OSCE/ODIHR Human Dimensions Supplementary Meetings in Vienna, exposing the lies and manipulations by the Azerbaijani delegates.

Thank you, madame moderator,

Since yesterday we have been discussing Armenophobia led by Ilham Aliyev’s regime in Azerbaijan.

In that context, some representatives of Azerbaijan have made false statements that are easy to fact-check. An example are distinguished representatives whose statements contradict the official statistics of Azerbaijan tenfold, or who called Armenia a “monoethnic” state, while in Armenia 4 biggest national minorities (Kurds, Russians, Yezidis and Assyrians) have a special quota for being elected as MPs in the Parliament.

Azerbaijani distinguished colleagues are trying to deny the fact that Ilham Aliyev has called all Armenians “dogs”, while he clearly said that in his nationwide address on the 4th of October 2020, and the recording is available on the official website.

I would just ask all the speakers from Azerbaijan to answer a simple question: Do you condemn calling all Armenians “dogs” by Ilham Aliyev? … Are you even allowed to criticize your government?

Ilham Aliyev is the only current leader of an OSCE member state, who organized an ethnic cleansing and brought the number of representatives of specific ethnic groups in his country from 6-digit number to 0.
