The Promoting Accountability and Public Oversight of Public Procurement project, which has been implemented since 2023 by the Union of Informed Citizens consulting NGO, is nearing completion. The project was implemented with the support of UK International Development from the UK Government.
Within the framework of the project, the final report of the “Study of the Public Procurement System of the Republic of Armenia” was published in June of this year. Earlier, the preliminary and interim reports were published, which included the works performed in the period from December 31, 2023 to March 31, 2024, including the package of recommendations to the RA Ministry of Finance.
In addition, within the framework of the project, several inquiries were sent to the Ministry of Finance of the Republic of Armenia, and official inquiries were sent in order to determine the compliance of some transactions with the RA legislation. The final report detailed how the Union of Informed Citizens implemented public oversight of public procurement and conducted activities aimed at building the capacities of a number of local non-governmental organizations to monitor the procurement process.
The most important achievement of the project is the amendments to Decision 526 N of 04.05.2017 of the RA Government governing the procurement process, which significantly simplified the mechanisms of oversight of the procurement process by NGOs and mass media.
In order to participate in the handover phase of procurement and make relevant improvements within the framework of the Promoting Accountability and Public Oversight of Public Procurement project, the Union of Informed Citizens provided sub-grants to several NGOs, as well as conducted a general study of the indicators of the procurement system.
The purpose of the final report is to present the work done during the implementation of the project, the results of the studies, conclusions and recommendations.
The study may be useful to investigative journalists working in the field of public procurement, organizations monitoring public procurement procedures and other interested parties.
